Worst cons face block on jail release
MORE than 600 of the most dangerous offenders could be blocked from release from prison every year under reforms to the parole system.
The Victims and Prisoners Bill will give ministers powers to keep those who pose a risk locked up, with Justice Secretary Dominic Raab granted a veto on parole board decisions for ‘ top tier’ criminals such as murderers, terrorists and rapists.
Under current rules, he can only submit his view rather than overrule the board.
The Government is also strengthening tests to make clear the only priority is whether a prisoner is safe to be released, rather than their rights. A source said: ‘These are common sense changes to put public protection first and restore trust in our system.’
The Bill is due to be introduced in the Commons this week.
